[BUG] State management policy does not work with data streams

Describe the bug

When I apply a state management policy to a data stream it fails with the below error even though these indexes do not have aliases:

Successfully rolled over but failed to copy alias from [index=.ds-test-datastream-000229] to [index=.ds-test-datastream-000230]

To Reproduce

1. Create a data stream
2. Create a state management policy that rollover and applies on the data stream created in step (1).

Expected behavior

Rollover job status is "Running"
