Is your feature request related to a problem? Please describe

Coming from #9987, we need to build visibility into various metrics related to FileCache.

Describe the solution you'd like

Emit the necessary metrics for observability (e.g. cache usage, ttl/overflow based eviction rate, thrashing detection, etc).
