Build a custom c9s image with osh-worker-role

This issue is a reminder to follow up on this comment before moving to production. Using a custom image would significantly reduce the time to spin up a new worker.

We should be running different AMIs on staging and production, this would require turning current configuration into a template. Only the tested staging AMIs should be promoted to production.
