allow optional exclude list of maven repository urls

What problem are you trying to solve?

I don't want to update my settings.xml
but I don't want to include some repos when running openrewrite

provide exclude repos parameter

Hi @nddipiazza-ebay ; Thanks for the suggestion! We won't have time to add this ourselves, but welcome you to describe how you'd think to add this if desired. At first there'd likely be a config option here, then from there you'd need to hook deeper into openrewrite/rewrite to achieve that exclude of Maven repositories; not quite sure yet how you'd achieve that.
