Question about w.r.t. in OGC SWE Common

This public comment is respectfully submitted by the Web Service Technical Panel (WSTP) of the Defence Geospatial Information Working Group (DGIWG). This comment is specifically directed toward 24-014 OGC SWE COMMON DATA MODEL ENCODING STANDARD. Page 70 – what does the abbreviation mean here: “coordinate reference system w.r.t”? This does not appear to be defined anywhere else in the document. Should this be WKT?
