Homogenize titles of test suites #70

Please see column "Specification" at https://cite.ogc.org/te2/.
Those titles shall be homogenized.
E.g.:

CityGML 2.0
OGC CityGML 3.0 Part 2 GML Encoding

Firstly, a scheme must be defined.
Secondly, pull requests shall be created in individual test suites to update titles.

First, thoughts:

Versions can be removed from all titles as they are already printed in "Version" column.
"OGC" shall be added to or removed from all titles (OGC API test suites are an exception here).
