issue Description: /v1/regard-updated-approval-status service is giving 500 Internal server Error if application-name and release-number combination is does not exist in the Config file and for the " approval-status": "APPROVED", and " approval-status": "REGISTERED".

solution:: Instead of 500 it should give 409 as response code
