TE-11.3: OTG inner IP header checksum is incorrect and causign for drops in decap #139

TE-11.3 : OTG configuration is not proper for IPinIP packet, inner IP header is having invalid checksum and that is causign for foreardign failure in Decap case . Here is the captured inner header info .
