I think they are referring to the following criteria:

  • businesses with 0-250 members of staff.
  • business with up to 10million turnover.
  • purpose-led, owner-managed making sustainable/community investment.

This could be answered using data city list building platform. Point 3 needs better definition. "Are the number of opportunities growing" implies we need time series data to track / compare this.

We can only really say how many people in, for example, owner-managed companies, employ.

Can use historic figures too.

Caveat: company may not have met definition in past. Do we want set of companies wound back or definition wound back.
