Deploy airflow instance for periodic tasks

We aren't too happy with the use of temporal for orchestration of periodic tasks and are considering switching to airflow.

Even if we don't use it immediately for scheduling observation and analysis generation, it is still a beneficial tool to have in order to move the periodic tasks that are currently scheduled via systemd units over to airflow in a pattern that is less debian based.

This task is about setting up the relevant playbooks for deploying an airflow node.
