Problem to Solve

The omega omni evm gas prices are quite high (compare to other testnets). This is unexepcted since blocks are mostly empty (around 1% gas usage)

Investigate and figure out why gas prices on omni_evm is so high

ci(e2e/geth): limit omni evm gas tips (#2587)

Limit `SuggestGasTipCap` (max 1 gwei) of omni's own nodes, since relayer
is currently driving the price up bidding against itself since there are
very few other txs. Blocks are also pretty much empty. So tips are not
required.
