This problem crops up in mobility where the mode is always still even when moving (e.g., on Amtrak).

Can you check whether your wifi signature change while you are on a train?

I think this is due to the existing decision tree. It first uses accel to
determine whether you are actively moving, then use the wifi signature to
see how fast you move. If your wifi signature stays the same, then it
infers that you are still.. I am not sure when GPS is used, but at some
point, we were trying to save battery and rely more on the wifi patterns.
