Issues template for users to submit missing scripts

To make it easier for users to create issues, I thought maybe we could have:

a) a line below the table that counts (is it possible?) the number of scripts: "XX scripts currently listed. Please click here to submit any script that we've missed" and open in a new tab...

b) create an issue template here that asks users to include

• name of new script
• orthographies needed
• languages it can write
• locations it is found
• image(s) of script
• Unicode status
• links
• any other notes
