Implement complementary web app

Users can only view and manage their presets in the plugin.

Impact

A complementary web app would let users manage their presets and access presets created by other users.

Solution

Make a complementary web app.

We could add an interface where a user could scan public presets from other users. If a user wants to try one of the presets, we could copy it to their filesystem and sync it down to the plugin for use there.

The web app should probably go in a separate repo, but we can track it here.
