extra warning on github registration

at the moment, accounts registered from github alone, have little rights and no information about how to gain more rights is given.

while help says that registered accounts have extra rights.

we need to:

• when account is created from github, suggest to users that if they provide extra information in profile (name, affiliation, use case), they may gain extra rights. they should be also given an alternative to write us an email
• when the profile is edited, user managers should get an email and maybe give more roles
