This issue addresses the need to enforce a policy for short titles for both issues and pull requests, ideally shorter than 40-50 characters. Short and concise titles improve readability, clarity, and consistency across the repository, making it easier for team members to understand the purpose and scope of each issue or pull request at a glance.
