There should be no need for AccessControl option presented to the user in unauthenticated setups #1418

Steps to reproduce the problem:

Deploy otto server in unauthenticated mode (which is the default mode)
Create an agent.
Click on on AccessControl

User is presented with an empty entry which relates to the default Admin user.

Expected Behavior:
In the case of unauthenticated setup , there is no need for setting up access control to be set up for agent access.
