STS | GET / requests fail with InternalFailure

Environment info

• NooBaa Version: 5.18
• Platform: NC, this should happen on Containerized as well

Actual behavior

1. In core.endpoint.sts.sts_rest:: STS ERROR , anonymous account and log4j error messages in s3_rest.js  #8509 the reporter tried to run GET / to our STS server and we answered with InternalFailure error, we should check how AWS STS behaves and change our behavior to act appropriately.

Expected behavior

1. Same as AWS, probably not InternalFailure.
