Command to distribute balance from the splitter contract proxy (vault fee recipient)

Before anyone can claim rewards from SplitMain, the balance of the proxy contract must be distributed. When this happens, the ETH balance is distributed from the proxy contract to SplitMain and a balance is added to the users' addresses in SplitMain based on the split defined in the proxy.

Although this functionality exists on the app.splits.org website, it's good to provide this interface in HD as well since that's where claims are made.

Not really feasible in Splitter v1.0, need to wait for v2.0 to launch in order to do this.
