use tabsets to define different views within the sactuaries #11

Some views will be of more interest to some sanctuaries more than others. examples:

FGB care a lot about bleaching, but Stellwagon doesn't

My proposed solution for this is to have different views for different goals displayed as a tab.
Ideas for tabs:

default view
coral bleaching. See this issue comment for example plots
algae bloom
forecast model & data details
