Value cannot be null. Parameter name: format

Does anyone know what this parameter:FORMAT is? or why is null?
Using v15.1.7
error on line 48 of attached log.

You have a FieldMergeMap that does not have a value for the format param which is required.

Well, when I ran the devopsmigration init command, the config file had this by default:

    "Microsoft.VSTS.Common.AcceptanceCriteria"
  ],
  "targetField": "System.Description",
  "formatExpression": "{0} <br/><br/><h3>Acceptance Criteria</h3>{1}"
}

Which was giving me some errors about the Acceptance Criteria... which I was not doing any merging at all. So I changed it to:

}

Then the error went away.

So, there is not fieldMergeMap in the config file.
