Provide standard buttons for help, settings, and other common actions

The buttons for settings and help are inconsistent across various panels. Standardizing with a small set of possible icons would be useful. Unicode can be fickle in sizing and baseline. Bitmaps need to be optimized for high resolution displays.

Doing this will help eliminate problematic custom stylesheets.
