Subject: [PATCH] Revert "build(deps): Bump softprops/action-gh-release from
 2.1.0 to 2.2.0"

The most-recent version of the action has a [bug](https://github.com/softprops/action-gh-release/issues/556)
that results in big file uploads (and thus the "Publisher" workflow) to
fail

Reverts https://github.com/nim-works/nimskull#1479.
