Describe the bug
The ParameterXML FIle.md states the <numberOfBits> range is [0:32] where the schema states [1:32].

Expected behavior
The Parameter XML File.md <numberOfBits> range should be updated to [1:32] as parameters must be 1 to 32 bits long.
