Validate .cgel when committing to PR #101

Make a variant of https://github.com/nert-nlp/legal-cgel/blob/main/.github/workflows/validate.yml that runs on the modified files before tex/pdf generation. Validation errors shouldn't block merge but it is helpful to see them in case of edits that were made subsequent to activedop.
