networking with SAR teams from other counties

This is not specifically a NCSSAR task, but, it is a largely unexplored field. There is probably a lot to be learned by talking with tech folks from other SAR groups. sar-techs.org can be a primary tool to help accomplish the networking, or, it may be some other email list that comes into favor over time.
