GET handler to return the latest roster's timestamp for a given agency
GET handler to return the entire latest roster (with timestamp?) for a given agency
GET handler to return a specific roster (by timestamp, by agency, or both?)

This is connected to the roster project and the API project and issues #30 #5 #29 #37

This is complete for just one (NCSSAR) roster, which is automatically read from d4h once each day. We need to document that workflow. Will leave this issue open until we can investigate other rosters as described (other teams etc).
