  1. button on details page
  2. enables an 'agency' field on the keypad
  3. loads all agency rosters as soon as MA mode is enabled
  4. agency rosters should also demand-load as soon as agency is selected
  5. allow for sticky agency: should agency reset to NCSSAR after each entry? If not / if sticky, then smarter demand-loading is needed in case roster is getting updated and synced in real time from another node; in this case, try demand-loading on first keypress
