define-pass should work with a language with no nonterminals. #6

For testing purposes it is useful to be able to define a language as:

(define-language L)

and a pass as:

(define-pass test-pass : L (x) -> L ())

Right now this produces:

Exception in define-pass: unrecognized non-terminal #f
