Write ULP tools to edit or create custom glyphs

The jhf font definition files require text strings in a unique format and it is not straightforward to adjust characters by editing the text directly.

It would be better for a user to draw a new "glyph" in the package editor and then run a ULP to create the character definition text string to paste into the .jhf text file.

Write two ULP tools: one to create the base "grid" and another to create the text string from the users drawing.
