option to upload files for requesters

Dear team!

I was wondering to what extent it would be possible to introduce an 'upload files' feature for users?

We have received a message from an MEPs assistant that would find the feature useful, and I was wondering to what extent this feature may have already been discussed.

Maybe it would be cool to have the feature automatically turned off, and only let admin turn it on for individual users when they request it (kind of like the unlimited messages option).
