remove the dependency of downloading the ml model from an url

In https://github.com/mspass-team/mspass/actions/runs/11845675212/job/33490451674, the build failed due to connection issue when downloading the ml model from an address "/Helmholtz/HelmholtzAI/SeisBench/models/v3/phasenet"

we don't want to have this dependency on another url which could impact the package publish. the alternative is to download the model into a repo under mspass team, and use it inside the mspass project.
