Poetry may fail with "Failed to unlock the collection!"

Poetry appears to require access to the system keyring. This can be a problem for certain systems (e.g. ones that do not run gnome, do not have a TTY, or other reasons.)

To resolve this issue, users may need to add

export PYTHON_KEYRING_BACKEND=keyring.backends.fail.Keyring

to their environments (via .envrc or other means)

We should add that to the developer documents.
