local development environment should come with some data

One of the things that makes UI development on Ship It difficult is that a locally running version of it has no data in it, and it's very difficult to populate. If we added data as part of bringing up a development environment this would make things a lot easier. We ought to have data in virtually all possible states to make local testing as complete as possible.

A short term workaround, via @jcristau:

• download a dump from https://console.cloud.google.com/storage/browser/moz-fx-shipitapi-prod-5cb2-dbdumps;tab=objects?forceOnBucketsSortingFiltering=true&inv=1&invt=Abj1Bw&project=moz-fx-shipitapi-prod-5cb2&prefix=&forceOnObjectsSortingFiltering=false, e.g. https://storage.googleapis.com/moz-fx-shipitapi-prod-5cb2-dbdumps/shipitapi-20241210-212107.sql
• run sed -i 's/postgres/shipituser/;s/shipitpublicprod/shipituserreadonly/;/cloudsqlsuperuser/d' on that file
• start the shipit db container, dropdb/createdb shipitdb, and psql shipitdb < dump
• then you can start the other containers
