Plugin for me. I had a few SteamOS updates over the months, and noticed Decky wasn't loaded. So I reinstalled. I then installed the plugin, as I remember using it in the past as I have 3rd party launchers. I used the plugin to reinstall the launchers, as running a scan prior didn't put any of the shortcuts on the dock carousels. Then I got the duplicates about 15 minutes later appearing. Dupicates for battle.net launcher (no games installed), installed gog games but not the gog launcher, humble launcher dupe (no games installed), itch launchers duped (no games installed), and amazon games but not the launcher.

Edit: One factor may be I had an old, no longer apparently existing Decky plugin called "DeckSettings" which used to modify the artwork. I removed that broken plugin, then started cleaning up the duplicates, and they are not returning. So maybe the previously modified .desktop files by that plugin were different enough that your plugin thought they were different?
