Add to template automation -- automate the setting of enforce https

To Reproduce
Steps to reproduce the behavior:

1. use course creation actin
2. got to new course settings page
3. https enforce is not enabled

Expected behavior
Would be better to automatically enable the enforcement of https

I was going to label this, and realized this along with a few other repos were made before I fixed a but in automated label setup for new course/guide creation workflows. The root cause has been fixed, but I need to create another ticket to ensure all managed repos get the common label set applied.
