I have an issue, sometimes, a 0~ and a 1~ are added before & after the pasted content (either with right click or shit-ins). If I paste the same content in another window, the characters are not added. If I ssh from the regular terminal (gnome-terminal-server), with the same options, this does not happen either !
I have no clipboard utility, running ubuntu 18.04, with cinnamon.

I have the same issue. Paste adds 0~ and a 1~ before & after the pasted content. It's only recently happened to me after applying updates to ubuntu 18.04. I'm using XFCE. To be overly clear it did not happen with Ubuntu 16.04, Or Ubuntu 18.04 until recently.
--Update--
Well I may have solved it, as it's working for me now. Have a look Here. Bracketed paste mode is on in your terminal. To fix it I simply opened up a new local session and typed "reset"
