"National Referral Index" is a confusing name

"National Referral Index" is a confusing name as it has nothing to do with (clinical) referrals and an index contains references (as this appears to intend to specify) by definition. 'National Patient Data Index' or something like that would be a less confusing name and also specify the context as more national indices referring things are likely to exist.
