On my system (work laptop, IT-managed Windows 10 Enterprise build 19045.5131) winget has stopped working.

This seems to be a combo of:

• winget: "The system cannot execute the specified program." #4991 ( The system cannot execute the specified program. error )
• Microsoft Store Destroy Microsoft.DesktopAppInstaller #4979 (Resource unavailable: Program winget.exe failed to run......The file cannot be accessed by system error)

Both issues mention the same error with using Repair-WinGetPackageManager & getting the result Add-AppxProvisionedPackage: The remote procedure call failed.

The underlying root cause in both issues appears to be a fault WinApp SDK issue. See
