Ensure that the specified position of the legend in a recorded scene is retained after publishing the report and viewing in Power BI, in Power BI Service, or when refreshing the data. Otherwise, legend may occlude content.

Legend always appears over top of visual even though it was saved in another position when the tab is loaded. If you select the saved scene, it goes to the correct position.
