What happened?

New Architecture is enabled by default in 0.76 but in RNTA, it must be explicitly enabled.

When should RNTA enable New Architecture by default?

I think for mobile it should be on by default for 0.76+. For desktop, once we turn it on by default the. For those versions?

As a consumer, I think it would be unexpected if only some platforms enabled New Architecture by default. I think we should avoid differing behaviours (unless someone comes in and tells me it's fine).

This would mean that we cannot enable New Arch by default in new projects until 0.77 at the earliest.
