Migrating site to the enhanced model

I'm trying to migrate a site to the enhanced data model.
I was able to produce the report and the backup of the site, but when I try to start the migration by executing the following command it fails:
pac pages migrate-datamodel --webSiteId xxxxxx-xxxx-xxxx-xxxx-xxxxxxxxxx –-mode all
and the error is:
