Once we are done with Hermes for UWP we should unfork it and upstream the changes so that we can get the latest changes incl. security fixes. This will be important to ensure supportability of RNW/Hermes in enterprise environments.

- Break some README contents out into separate docs files.
- Add a short sample to the README.
- Add rationale (mostly copied from internal wiki).
- Check in generated quickref.md.

Interested in the UWP work, is there a timeline/roadmap for when it might be complete and merge upstream? Are there things to do as part of this that would be a welcome contribution?
