Vanity url is broken with leading slash

In the documentation for the api guidlines the link for Azure Breaking Change Policy is broken. The leading slash need to be removed to be able to get the document that represents this.

This is what I'm getting on a edge browser.

Also when checking aka.ms link owner it doesn't come up with the trailing slash but it does without it.
