Update prompt to change system hides and behavior looks like the update CLI command is hang / hung #12293

Repro Steps

Run wsl --update --web-download and it finds an update, starts to install and looks as if it is stalled, hangs hung whatever. There is a generic system prompt hiding and you have to Alt+Tab to bring it to front and confirm. Then the update proceeds as normal.

Expected Behavior

Update starts and finished with no hang.

Actual Behavior

Update appears to hang, because the system prompt is hiding in the background somewhere.

How to collect WSL logs

Download and execute collect-wsl-logs.ps1 in an administrative powershell prompt:

Invoke-WebRequest -UseBasicParsing "https://raw.githubusercontent.com/microsoft/WSL/master/diagnostics/collect-wsl-logs.ps1" -OutFile collect-wsl-logs.ps1
Set-ExecutionPolicy Bypass -Scope Process -Force
.\collect-wsl-logs.ps1

The script will output the path of the log file once done.

If this is a networking issue, please use collect-networking-logs.ps1, following the instructions here

Once completed please upload the output files to this Github issue.

@github-actions I would provide logs but this issue is more of a missing "feature" that also behaves like a bug. For some reason the update process does not give focus to the generic Windows system update prompt, and it hides in the background. I do not believe there would be any log activity for this because it is technically working.
