when networkingMode=mirrored, windows can't request the k8s service(nodePort), but it's ok on wsl . #11730

Repro Steps
Request the k8s service(nodePort) use python on wsl and win.
Expected Behavior
sucessful get the response from the k8s service
Actual Behavior
windows couldn't connect the service(eg: http://nodeip:nodePort/...), but it's well working on wsl.
