Support sending and Recieving AF_PACKET messages

Is your feature request related to a problem? Please describe.
I cannot send or receive AF_PACKET messages between WSL2 (mirrored) and my Local Area Network. I can see the packet inside WSL with a packet capture tool but not on a packet capture in Windows.

Describe the solution you'd like
I would like to be able to send and receive AF_PACKET messages. Like a Hyper-V VM works with a External vEthernet adapter setup on the LAN as its network interface.

Describe alternatives you've considered
Hyper-V VM as previously mentioned is a good workaround.

Socket with AF_PACKET, SOCK_RAW (protocol shouldn't matter)

Download and execute collect-wsl-logs.ps1 in an administrative powershell prompt:

Invoke-WebRequest -UseBasicParsing "https://raw.githubusercontent.com/microsoft/WSL/master/diagnostics/collect-wsl-logs.ps1" -OutFile collect-wsl-logs.ps1
Set-ExecutionPolicy Bypass -Scope Process -Force
.\collect-wsl-logs.ps1

The scipt will output the path of the log file once done.

Once completed please upload the output files to this Github issue.
