Add an option to run containers only.

This would be similar to LCOW: https://github.com/linuxkit/lcow Linux containers on Windows

I've attempted running WSL2 with ubuntu, but it does not seamlessly integrate with Docker Desktop or Rancher.

This would also allow AKS to natively spin up a Linux container on a Windows host without issue.
