Description of the issue

When choosing to upgrade a dependency with ps-rule module upgrade, PSRule may choose a pre-release version of the requires module constraint allows it.

However, if the lock file already mentions the module without prerelease = true it should not choose a pre-release version for the upgrade unless that flag is passed in as an argument.
