Right now we use :draft: 3.01 to indicate the version within an edition.

It is actually strange to call it draft, it is really a version within the edition. This is something that we need to address.

We should likely rename draft version into actual version, as BIPM documents have Edition and Version within Edition.

i.e.

:edition: 9
:version: 3.01
